We’re rapidly running out of days in October for 2 major telecoms developments that many were expecting this month, namely the awarding of new licenses for 4G wireless service and for new telecoms service providers known as virtual network operators (VNOs). There are still 10 days left in the month, so it’s possible that one or both could still happen. But the usual delays could mean we may not see any major announcements for a little while longer. Meantime, media are reporting some new information on a timetable for the VNO roll-out; and in another major development that could shake up the status quo, media are also saying that leading wireless telco China Mobile (HKEx: 941; NYSE: CHL) could soon get a license to offer fixed-line telecoms services. Chinese firms blasted for lack of transparency

I had to smile when I read a new report that levels harsh criticism at Chinese firms for their lack of transparency, since anyone who lives and works in China knows that this kind of opaqueness is rampant in China’s secretive corporate culture. It’s interesting to note that the report takes aim at China’s state-run corporate sector, where transparency is almost a dirty word and publicly traded giants like China Mobile (HKEx: 941; NYSE: CHL) and PetroChina (HKEx: 857; Shanghai: 601857; NYSE: PTR) justify their stance by hiding behind their powerful and well-connected state-owned parents. Regulator Boosts Mainstream 4G As VNOs Near

MIIT designates 4G spectrum for FDD-LTE

China’s telecoms regulator has just made an interesting move that indicates leading telco China Mobile (HKEx: 941; NYSE: CHL) may get a much shorter head start than previously expected over smaller rivals China Unicom (HKEx: 762; NYSE: CHU) and China Telecom (HKEx: 728; NYSE: CHA) in the nation’s migration to 4G wireless service . The move looks potentially significant to me because it also comes as the regulator, the Ministry of Industry and Information Technology (MIIT), is also preparing to issue its first batch of 5 or 6 virtual network operator (VNO) licenses, which will create much needed new competition for the 3 existing state-run telcos. Let’s end this back-to-work week with a few telecoms news bits, starting with word that leading telco China Mobile (HKEx: 941; NYSE: CHL) has wisely decided to abandon a bid for a Pakistani telco. Media are also reporting that China Mobile is edging closer still to a long-awaited deal to offer iPhones on its network, with word of a new key hiring move by Apple (Nasdaq: AAPL). Lastly there are reports that China Telecom (HKEx: 728; NYSE: CHA), the smallest of China’s 3 carriers, has selected suppliers for the first phase of construction for its 4G networks, giving most of the business to Chinese firms. 4G Coming, But Set For Rocky Road

I’ve been writing with growing frequency about the impending release of 4G mobile licenses, as local media report almost weekly on the latest developments in this highly anticipated event. The latest reports aren’t all that exciting, citing a regulatory source saying rumors that licenses will be issued this month are most likely untrue. Meantime, leading telco China Mobile (HKEx: 941; NYSE: CHL) doesn’t seem to care about the actual release date, and has already started its own aggressive campaign for advance sign-ups of 4G subscribers in major cities like Shanghai. October is quickly shaping up as a Golden Telecoms Month for China, with a growing number of major events looking set to take place in the month that starts off with the October 1 Golden Week holiday. Major developments that look likely to occur next month include the long-awaited awarding of 4G mobile licenses, and the announcement of another highly-anticipated deal that would see dominant telco China Mobile (HKEx: 941; NYSE: CHL) finally offer an Apple (Nasdaq: AAPL) iPhone on its network. But perhaps the biggest development for the month could see China’s telecoms regulator announce its first round of highly anticipated licenses for up to 6 new “virtual telcos”, known in the industry as virtual network operators (VNOs).
